董宏凯andCursor eaf1e075f2 fix(roundtable): 本地 SQLite 路径与离线并行席位禁用 web_search

将 backend 配置中的 SQLite/checkpointer 改为相对路径以便本地开发，并在离线部署下禁止并行席位使用 web_search，统一走技能检索。
