build(harness): 显式把 no.1/no.2 HTML 模板纳入打包，保证新机器内置可见

- harness pyproject [tool.hatch.build] artifacts 显式包含 templates/**/*.html，
  任何构建方式(wheel/sdist)都带上模板(已验证 wheel 内含 no1/no2)
- 模板文件本就 git 跟踪、源码安装直读、内置 agent 启动自动 seed —— 新机器 clone
  装好即可直接看到
- 加自检测试 test_all_registered_template_files_exist
