fix(roundtable): 后台任务临时跳过 Step3 报告生成

后台挂起路径在真模型下仍无法稳定写出报告 HTML，先只跑完 Step2 研讨并正确设置 furthest_step；测试可通过 enable_report 覆盖验证报告链路。
