董宏凯andCursor 75963c9ad9 feat: 岗位会商命令幂等与圆桌后台作业租约调度 
岗位会商写操作引入 command_id 幂等与版本锁，前端支持同键重试；圆桌后台作业改为 DB 租约 dispatcher、去重与草稿 outbox 补偿，并持久化 intent turns。

模型管理新增 DELETE 接口与前端删除能力（支持含斜杠的模型名）；行动规划改为 9 字段 JSON，prepare 传入 taskId/字典并绑定 position-roundtable-action-create Skill。

岗位会商 Step 1 改用 position-roundtable-intent 智能体，输出 coreGoals/riskWarnings/keyPoints/strategicSignificance 四项数组；支持单轮多张协助卡、按轮次计澄清上限，并兼容旧会话 objective/constraints 映射。

Skip post-commit ORM refresh on threads_meta creates so concurrent MySQL
read/write-split deployments no longer fail with Could not refresh instance;
clean up partial roundtable threads on checkpoint failure, and ship related
position-roundtable/frontend build fixes.
